The Texas State Affordable Housing Corporation (TSAHC) provides mortgages and down payment assistance to those who qualify.  https://www.tsahc.org/homebuyers-renters

San Antonio's Housing Authority (SAHA) has several programs for San Antonio residents.  https://www.sanantonio.gov/NHSD/Programs/DownPayment

Buyers need to qualify with a lender and attend a home owner education course.

Texas General Land Office (GLO) publicizes state land for sale on its website. glo.texas.gov.  Land may be tax foreclosures and undeveloped space.  Sales are usually conducted by auction, sealed bid, or by a real estate broker.

Texas Veterans Land Board (VLB) auctions properties first to Veterans, and those not sold at auction are then posted for sale to the public. vlb.texas.gov.  Auctions are generally conducted quarterly and special loans up to $150,000 are available to qualified Veterans.
